There are two phrases from my profession I want to put down at the start, because the whole month runs on them.

The first is functional obsolescence. It describes a building whose original design no longer serves any productive use — not because the building is worn out, but because the world moved and the building couldn’t. A factory built for assembly lines that no longer exist. An office built for a way of working that has changed. The building is sound. Its purpose is obsolete. Those are different things, and an appraiser is trained to tell them apart.

The second is highest and best use: of all the legally permitted things you could do with a property, the one that produces the most value. Not the current use. Not the best use for the people there. The most profitable lawful use — the one the market will eventually push the building toward whether anyone intends it or not.

Put those two ideas together and you have the engine of a conversion. A use goes obsolete. The building empties. It sits — sometimes for years — while its old highest-and-best-use is gone and its new one hasn’t arrived. And then the neighborhood turns, a new most-profitable use appears, and the building converts to meet it.

That sequence is not a story about loss. It is a story about a cycle. And once you can see the cycle, you can read a neighborhood the way I have learned to read one: by looking at what its buildings are being used for, what they’re sitting empty waiting for, and what they’re turning into.

This month I photographed four conversions. A factory, a church, a school, and an office tower. They emptied for different reasons and on different timelines. But they are all doing the same thing: recording, in brick, exactly where their neighborhood sits in its cycle.

Start with the factory, because it ran the cycle first and slowest.

The urban factory went obsolete over the second half of the twentieth century, and the cause was technology. Not one technology — a stack of them. Containerized shipping made it cheaper to manufacture far away and move the goods. Automation cut the labor a building needed. Cheaper labor abroad finished the job. None of that had anything to do with the neighborhood the factory sat in. The demand for that kind of building, in that kind of place, simply moved — the way demand moves when the technology under it changes.

So the factory emptied. And here is the part the conversion story usually skips: it then sat. Often for a decade or more. Too obsolete to use as a factory, too solid and too large to demolish economically, in a neighborhood that had no better use for it yet. That vacancy is not failure. It is the holding phase of the cycle — the interval between the old highest-and-best-use, which is gone, and the new one, which hasn’t shown up. A neighborhood full of buildings in that phase is a neighborhood in a trough.

The conversion came when the trough ended. When artists, then developers, then capital found the cheap solid space and the neighborhood began to turn, the factory’s highest-and-best-use changed from “nothing” to “lofts,” and it converted. The freight elevator became a feature. The cycle had completed: obsolescence, vacancy, turn, conversion.

That is the template. The other three buildings are variations on it — different drivers, different speeds.

The church is the slowest variation, and the one whose driver is easiest to get wrong.

The easy answer is the screen — that worship moved to a livestream the way work moved to a laptop. There’s something to it, but it’s the accelerant, not the cause, and it’s worth being precise, because churches have broadcast for as long as there’s been broadcasting. The radio preachers, then the television ministries, never emptied the local sanctuary, because they were a supplement — piped from a few national pulpits to the shut-in and the sick. What’s different now is that the stream is a substitute, running from every pulpit at once, on demand, no car required; a member who once drove in now watches, keeps the faith, maybe keeps giving, but not to the building down the street. The screen doesn’t end the religion. It decouples the believer from the real estate.

But underneath the screen is the older, slower engine: the congregation aged. A church empties the slowest way there is — a funeral at a time, a family moved away at a time — until one Sunday there aren’t enough people in the pews, or in the plate, to keep the roof repaired. The young families who might have replaced them moved to where the housing was cheaper, or, in the neighborhoods that gentrified around the church, were priced out of the blocks their grandparents lived on. The building doesn’t fail. The community that built it ages out from under it.

A church carries no price while a congregation holds it. It pays no tax, it isn’t for sale, it has no highest-and-best-use because it sits outside the market entirely — held in trust, not in commerce. That changes the moment it’s sold. It enters the tax roll and acquires, for the first time, a most-profitable use — usually residential, in any neighborhood under pressure. The stained glass stays because it sells the units.

And this is where the church says more than the factory or the office can. A closed factory tells you an industry left. A converted church tells you a community did — or was moved. In many neighborhoods the church was the last thing the original community still owned after the housing had already turned over: the last institutional anchor, the last deed that still said who the place had been for. When it converts, the last public claim converts with it. Same cycle as the factory underneath — obsolescence, vacancy, turn, conversion — but what goes obsolete here isn’t a technology. It’s a community’s hold on the ground. The steeple still stands over the block. It just no longer means what it meant.

The school breaks the pattern a second way — and pairs with the church as the other conversion driven by people rather than technology, though the two point in opposite directions.

The factory and the office emptied because the technology of their use moved somewhere else. The church emptied because a community aged out from under its building. The school emptied because the children did — and that is not the same thing as the church. Birth rates fell. Families with children were priced out toward where the houses are cheaper. The neighborhood did not empty — in many cases it was gaining wealth at exactly the moment it was losing children — it simply stopped producing the one input a school requires, and enrollment dropped below the line that keeps the doors open.

That is why the school matters to the chapter. It proves the cycle has more than one engine. A neighborhood losing its factories is losing its old economy. A neighborhood losing its schools is often gaining one — wealthier, older, childless households moving in. Same conversion on the surface, opposite signals underneath, and you can only tell them apart if you read the driver. The lintel still says school. The deed says otherwise. Reading the deed without reading the driver tells you a building changed hands. Reading the driver tells you which direction the neighborhood is moving.

The office tower is the cycle you can watch turning right now.

The desks did not move overseas. The work moved into laptops. Video conferencing, cloud software, and a year of forced practice made the commute optional, and after Covid enough of it stayed optional that the arithmetic of a downtown tower broke. A building at half occupancy, in a district built around a daytime population that no longer arrives, is functionally obsolete for the same reason the factory was: the technology of its use changed and the demand for that kind of space, in that kind of place, moved.

So the towers are emptying, and in 2026 they are converting — offices into apartments, with some cities now paying developers to make the math work. It is the factory’s cycle run again, only compressed. The factories took fifty years to move from obsolescence to conversion. The office towers are doing it in five. You can stand downtown and watch a neighborhood change phase in real time — which is the closest thing this work offers to seeing the cycle with the naked eye.

None of this is theft. The machines left. The congregation aged out. The children genuinely left. The office tower is obsolete for a real reason. Nothing here was stolen. Demand moved, the way it always moves, and the buildings are following it through the cycle the way buildings always do.

What I am doing is reading the dial. Every building in this chapter tells you where its neighborhood is in the cycle. The empty ones tell you the most — they’re the ones caught mid-turn, between what they were for and what they’re about to become. Learn to read the empty buildings and you can see a neighborhood’s future before its deeds record it.

That is the first thing this kind of looking teaches: neighborhoods move in cycles, and you can read the phase off the buildings. The highways, the collapses, the crises, the repricings this series will keep returning to — each is a force that drives a cycle, interrupts one, or resets one. A church built to hold hundreds on a Sunday. It holds a handful now. And once you start looking, you find the same slow story in neighborhood after neighborhood: the congregation grew old, and the young families who might have replaced them moved to where the housing was cheaper — or, in the neighborhoods that gentrified around the church, were priced out of the blocks their grandparents had lived on.

This is the slowest conversion in this series. A factory goes obsolete in a decade when the technology moves; an office empties in a season when the work goes remote. A congregation thins the slowest way there is — a funeral at a time, a family moved away at a time — until one Sunday there aren’t enough people in the pews, or enough in the plate, to keep the roof repaired and the doors open. The building doesn’t fail. The community that built it ages out from under it.

There is a newer wrinkle on top of the old story, and it’s worth being precise about, because it’s easy to get wrong. Churches have broadcast for as long as there’s been broadcasting — the radio preachers, then the television ministries. That never emptied the local sanctuary, because it was a supplement: a service for the shut-in, the sick, the member who couldn’t make it in, piped from a few national pulpits to everyone else. What’s different now is that the stream is a substitute, not a supplement, and it runs from every pulpit at once. Your own small church livestreams; so does the larger, better-produced one across town, and its service is there on demand, any hour, no car required. A member who once would have driven in now watches — keeps the faith, maybe keeps giving, but not to the building down the street. The screen doesn’t kill the religion. It decouples the believer from the real estate. And a congregation can be perfectly alive online while the specific sanctuary it used to fill goes quiet enough to sell.

But the screen is the accelerant, not the cause. The cause is older and simpler: the people who filled that room grew old, and fewer came behind them.

A church sits outside the market while a congregation holds it. It pays no property tax. It isn’t for sale. It has no highest-and-best-use because it has no price at all — it is held in trust, not in commerce. That changes the instant it is sold. It enters the tax roll and acquires, for the first time, a most-profitable use, and in any neighborhood under pressure that use is residential. Condos, usually. The developers keep the stained glass and the steeple, because the stained glass and the steeple sell the units. The thing that made it a sanctuary becomes the thing that markets the apartments.

And this is where the church says more than the factory or the office ever could. A closed factory tells you an industry left. A converted church tells you a community did — or was moved. The name of the school is carved over the door, in the stone, where they used to put names so they’d outlast the people who chose them. The school is closed. And once you start looking, you find the same thing in city after city: the carved name, the locked door, the scaffolding, the leasing sign. It is not an isolated thing. Converting closed public schools into apartments was the fastest-growing kind of building conversion in the country last year — the number of school-to-housing units roughly quadrupled in a single year.

Not closed because anything failed. Because the children left. Fewer babies born in these neighborhoods than a generation ago. Families with children priced out toward where the houses are cheaper. The neighborhoods didn’t empty — many were getting wealthier at exactly the moment they were losing children — they just stopped producing the one thing a school needs. Enrollment fell below the line that keeps a building open, and the district did the math and closed the doors.

Then each one sat. Then a developer ran a different math: a solid building, good bones, high ceilings, the big windows that schools always had, a neighborhood on the way up. Apartments now. The classrooms are units. The auditorium is amenity space. The gym, if it had a good floor, is a selling point.

What makes the school different from the other buildings in this series is the engine. A factory empties when the technology of making things moves on. An office empties when the work moves into laptops. A church empties when the service moves to a screen. The school empties when the people move — when a neighborhood stops producing children. It is the one conversion in the set driven not by technology but by demography, and that makes it the hardest to read: a closing school can mean a neighborhood is dying or a neighborhood is gentrifying, and from the building alone you can’t always tell which. The same closed school can be a symptom of a place that’s losing and a place that’s winning at the very same time.

How fast can it happen? In one city this year, the list of schools offered for redevelopment included two that had been built in 2006 and 2009 — obsolete and emptied less than twenty years after they opened. Not because anything was wrong with the buildings. Because, in less than a generation, the children stopped coming.

One of the schools on these lists, I went to. I know what that building sounded like at eight in the morning, full. None of that is on the deed. The deed records the square footage, the parcel, the transfer; it has no field for the sound of a hallway. That is the whole problem this series is about — the paper keeps a faithful record of everything except what the place was for.

The lintel still says school. The deed says otherwise.

Right now, on the coasts, the office towers are emptying. The work moved into laptops during the pandemic and a lot of it never came back, and downtowns built around a daytime population that no longer commutes in are sitting half-occupied. The conversation about what to do with them — turn them into housing — is treated as a new problem with a new solution.

It is not new. Cleveland has been doing this for fifty years.

The thing the coastal version of the story misses is that an office tower doesn’t need a pandemic to empty. It needs a disruptor — any force that moves the work somewhere the building can’t follow. On the coasts in 2020, that disruptor was remote work. In the Midwest, it came earlier and slower: steel left, manufacturing left, the corporate headquarters consolidated or moved, and the downtown that had been built around all that work was left with buildings it no longer had a use for. Different cause, same result. The work leaves; the building empties.

So Cleveland learned to convert. Not as post-pandemic strategy — out of necessity, decades ago, because the buildings were already empty and demolition was the only other option. The old Halle Brothers department store became apartments on its upper floors. The May Building on Euclid Avenue, three hundred-plus units. Terminal Tower, the city’s 1926 landmark, converted in 2019. Banking halls became restaurants; office floors became one-bedrooms. By the time the rest of the country discovered “adaptive reuse,” Cleveland had run the cycle so many times it had the contractors, the architects, and the regulators who simply knew how to do it.

That is the whole point. The disruptor changes — deindustrialization, then a financial crisis, then a pandemic, and whatever comes next. The cycle underneath does not. A use becomes obsolete, the building empties, it sits, and eventually someone finds the next use and converts it. The coasts are experiencing this as a crisis because it’s their first time. The Rust Belt has seen it before, and knows how it ends.

The work leaves. The building waits. Someone turns it into housing.

The same building keeps converting. I have photographed it in a dozen forms. A cotton mill in Southeastern Massachusetts. A loft block in Lower Manhattan. A leather warehouse in Boston. Bell Telephone Laboratories in the West Village — where talking film and the vacuum tube were invented, now Westbeth, housing for artists. Different cities, different decades, the same arc every time.

Each was built for work that left. The textile machines went south for cheaper labor, then overseas. The research lab outgrew its walls and moved to a New Jersey campus. The warehouses emptied when the freight stopped coming to that part of town. None of these buildings failed. The work moved — the way work always moves when the technology under it changes — and the demand for that kind of space, in that kind of place, moved with it.

So they sat. Often for years. Too obsolete to use as built, too solid and too large to tear down for what the land was worth. That vacancy is the part the conversion story skips, and it’s the part that tells you the most: a building standing empty is a building between one use and the next, waiting for its neighborhood to catch up to it.

Then each one converted. Lofts, condos, studios, subsidized artist housing. The freight elevators are features now. At Westbeth, the old West Side rail line still runs through the second floor — cut off now from the rest of its track, which became the High Line.

I keep photographing them because the pattern is the point. One building is a story. A dozen of them, in three states, doing the same thing across a century, is a cycle. The machines left. The buildings waited for the next use to arrive.

A neighborhood marks itself in two registers. One is paint. The other is paper.

The paint is what you see walking. Murals on the side of a tenement. Faces of children on a long wall along a highway. Portraits of the dead and the living painted onto a fence that wraps a corporate property. The paint says: We were here. We are here. This is who we are.

The paper is what you don’t see walking. The deed. The mortgage. The covenant. The HUD contract. The condo declaration. The lease that did not renew. The paper says something else, and sometimes the paper says the opposite of the paint.

I have spent the last few weeks looking closely at four works of public art in four neighborhoods — some I photographed myself; others I have through the artists who made them. They are not similar in style or scale or subject. What they share is the act they perform: they each make a public claim about who a place belongs to.

The question I want to ask is what happens when the claim made in paint and the claim made in paper do not agree.

Mott Haven

The first wall I want to talk about is in the South Bronx. It is the side of a five-story building, and on it is a girl. She is painted four stories tall. Her hair is in two braids. She is holding the heart of the Bronx in her hands, drawn anatomically, painted red against gray. Around her are roses. Behind her is a Bronx eagle. The artist is the Spanish painter Lula Goce, and the work is titled Coral, after the girl who modeled for it. A real child, from this neighborhood, painted to this scale, looking outward.

Mott Haven sits in what was, at the last redistricting, tone of the poorest Congressional district in the United States. It is also, depending on which quarter of which year you measure, one of the fastest-changing neighborhoods in New York City. The waterfront is being developed. Studios are being rebranded as lofts. The L-shaped block where Coral stands is, for now, what it has been: rent-stabilized buildings, bodegas, a Pentecostal church, the elevated 6 train two streets over.

What is the painting doing? It is naming the rightful subject of the neighborhood. Not the rent roll, not the cap rate, not the comp set — the child whose future the block has to hold. The painting is a claim. It says: this is who the buildings here are for.

The deed underneath may say something different in five years. We will see.

Lower Roxbury

The second wall is in Boston, at the corner of Tremont Street and Lenox Street, in a neighborhood that was historically Black and is now being absorbed into the high-rent South End. The wall holds a portrait of Frederick Douglass — abolitionist, social reformer, educator, with the dates of his birth and death and the quote “If there is no struggle, there is no progress.” The corner has been named Douglass Square since 1917.

Within a few blocks of the mural sit two developments that tell exactly opposite stories.

The first is Douglass Park. Built in 1989 and 1990, a mixed-income community. More than thirty years after it opened, the building is still doing the work it was built to do: holding a fixed share of housing affordable to working families inside one of the most expensive markets in the country.

The second is the Piano Craft Guild, the building was originally the Chickering & Sons Piano Factory, the largest piano manufacturer in nineteenth-century America. In 1974, the architect Simeon Bruner bought the building and, using a Massachusetts Housing Finance Agency affordable-housing loan, converted it into the nation’s first major mill-to-housing project for working artists. Over a hundred units of subsidized live-work space. The tenants organized in 1989 to fight rent increases, and again in 1995, and again later still. The building’s affordability eventually expired. The artists were eventually evicted from the commercial wing. The website now markets the building as loft living in a historic landmark, with a fitness center, an infinity pool, and concierge service. Two-bedroom lofts start around $4,300.

So at this intersection, Frederick Douglass is painted on one wall, looking out across a neighborhood that holds two developments at once. One has kept the public commitment it was built with. One has not.

Douglass argued his entire adult life that political freedom and economic freedom were the same fight. The vote and the deed, halves of the same citizenship. He is looking, on this corner, at two answers to the question he spent his life asking. One affirmative. One not.

The argument is not finished. The wall is evidence. So are the buildings across from it.

Ohio City

The third wall is in Cleveland, and it sits inside a single neighborhood with two economic realities.

Ohio City was founded in 1836, was annexed by Cleveland in 1854, and is today one of the West Side’s most recognizable historic districts. It is home to the West Side Market, a roster of breweries, a row of Victorian-era homes on Franklin Boulevard restored as condos, and over the last two decades, some of the steepest residential price appreciation in the city. Ohio City Incorporated, the nonprofit that markets and manages the neighborhood, describes it as a thriving community of more than ten thousand residents.

It is also home to Lakeview Terrace.

Lakeview Terrace opened in 1937. It was one of the first three federally funded public housing developments in the United States, built under the Housing Act of 1937 in the early years of the New Deal. It is still public housing today. Its residents are predominantly Black. Its waiting list is long. It has been part of Ohio City for eighty-eight years.

Cutting through the middle of the neighborhood is a freeway — one of the urban interstate corridors built across American cities in the postwar period under the Federal-Aid Highway Act of 1956. The freeway and its retaining wall sit between Lakeview Terrace and the rest of Ohio City. On one side of the wall: the New Deal public housing. On the other side: the West Side Market, the brick rowhouses, the brewery district, the gentrified historic core. Same neighborhood designation. Same Ohio City name on the entry signs. Different economic realities on either side of the concrete.

In 2016, a Brazilian artist named Ananda Nahu spent several weeks in Lakeview Terrace photographing the children who lived there. Then, working from a scissor lift, she painted their faces thirty feet tall along the full six-hundred-and-twenty-foot length of the retaining wall. The work is titled Kings and Queens. She said about it: “Each kid here is like a king and like a queen.”

The painted faces look toward Lakeview Terrace — back at the public-housing community they were photographed in, the side of the wall they came from. Behind them, over the elevated roadway, sits the rest of Ohio City: the part that has, over the last twenty years, become one of Cleveland's most expensive places to live. The faces are turned toward home. The cars moving between downtown and the suburbs pass behind their backs.

What the wall does and what the painting does are now in argument. The wall, since the postwar period, has done the work of dividing. The painting, since 2016, has done the work of insisting that the children on the wrong side of the wall are sovereigns. The wall and the painting share the same concrete. They are doing opposite work on it.

The neighborhood association markets a single Ohio City. The wall registers two. The mural names which side has been the unrecognized one.

Lakeview Terrace is still public housing. The breweries are still expanding. The wall remains. So does the claim painted on it. Neither has yielded to the other.

Overtown

The fourth wall is in Miami, and it is twelve hundred feet long.

It wraps the perimeter fence of an electric utility property at 60 NW 17th Street, in the neighborhood that was once called the Harlem of the South. Overtown in the early twentieth century was the cultural and economic center of Black Miami. Its main commercial corridor along NW 2nd Avenue was home to the Lyric Theater, the Booker T. Washington Hotel, the Mary Elizabeth Hotel, and the music venues where Billie Holiday, Cab Calloway, Bessie Smith, Ella Fitzgerald, and Nat King Cole performed when they could not stay in the segregated hotels on Miami Beach. The neighborhood at its peak housed roughly forty thousand residents.

In the 1960s, the federal government built Interstate 95 directly through Overtown. The state of Florida selected the route; the federal Bureau of Public Roads approved it; the local business elite supported it over an alternative that would have run the highway along the old rail line and displaced almost no one. The highway demolished the heart of the commercial corridor and forced out more than twelve thousand residents — with thousands more leaving in the years that followed. By the time the southern leg opened in 1968, Little Broadway was gone. The Lyric Theater remained. The freeway has been overhead ever since.

The mural that wraps the utility property is called the Overtown Hope Mural. It was painted in 2021 by the artist Kyle Holbrook and his collaborators Tierra Armstrong and Kanarie Townsend, working through the Moving Lives of Kids Community Mural Project. At twelve hundred feet, it is currently the longest mural in Miami — longer than any single work in Wynwood, the city’s most famous mural district.

The wall depicts Michelle Obama. It depicts Serena Williams. It depicts Maya Angelou, Madam C.J. Walker, and Harriet Tubman. It depicts George Floyd, Breonna Taylor, and Colin Kaepernick. It depicts Kobe Bryant and his daughter Gianna. In a section painted predominantly in orange, the symbolic color of gun violence awareness, it depicts local residents of Overtown who were killed by gun violence — names that did not make the national news.

The project began the year George Floyd was murdered. TECO Energy — the local electric utility whose property the fence belongs to — invited Holbrook to paint a Black Lives Matter mural on a section of the wall, two blocks from Dorsey Park where Overtown’s residents had been protesting in the days after Floyd’s death. The next year, TECO invited Holbrook back to extend the work across the full length of the fence. The artist describes the wall as “a big, beautiful canvas right in the center of Overtown.”

The fence sits in a neighborhood that the federal government cut in half sixty years ago. The towers visible behind it belong to Brickell, the financial district that is now Miami’s most expensive submarket. The land underneath the mural is owned by a corporate utility. The painting is administered by a nonprofit. The neighborhood that the mural names is what is left of the one Interstate 95 displaced.

What paint can and cannot do

These four works do not solve anything. The girl in Mott Haven cannot stop the buildings around her from being repositioned. Frederick Douglass cannot stop the next conversion. The kings and queens of Ohio City cannot remove the wall. The painted dead of Overtown cannot return the neighborhood the freeway took.

Paint cannot override paper. The deed governs what the law recognizes. The mortgage governs who has access to capital. The HUD contract governs how long affordability holds. The condo conversion governs what comes after the contract ends. When the paint and the paper say different things, the paper wins, almost always.

But the paint does something the paper does not.

The paper records the transaction. The paint records the claim.

The paper says who currently holds title. The paint says who the place is for. The paper measures the present. The paint argues about who the future has to hold.

A neighborhood that has only paper is a real estate market. A neighborhood that has only paint is a memory. The neighborhoods that survive — that hold their character across generations of transaction — are the ones where the paint and the paper sit in dialogue with each other. Where the public claim and the recorded title are both alive. Where the community insists, in paint, on what the deed has not yet recorded but might still record.

This is not sentimental. It is structural. The paint is what argues for the paper to be written differently next time.

Coda

I look closely at works like these because I am a real estate analyst by training, and I have come to believe that the analytical tools I was taught do not see the whole neighborhood. The rent roll does not see Coral. The cap rate does not see Douglass at the corner of Tremont and Lenox. The comp set does not see the kings and queens. The deed does not see what Overtown remembers.

The job of Map & Parcel is to look at neighborhoods with both eyes open. The deed and the paint. The recorded transaction and the public claim. What the law captures and what the wall says. The argument that is not finished.

Four neighborhoods. Four claims, painted. Four sets of papers being written, somewhere, right now, that will either honor those claims or override them.

We will see which.

The fourth wall is in Miami, and it is twelve hundred feet long. It wraps the perimeter fence of an electric-utility property at 60 NW 17th Street, in the neighborhood once called the Harlem of the South. Overtown in the early twentieth century was the cultural and economic center of Black Miami — the Lyric Theater, the Booker T. Washington and Mary Elizabeth Hotels, and the rooms where Billie Holiday, Ella Fitzgerald, and Nat King Cole stayed and played when the segregated Miami Beach hotels turned them away. At its peak the neighborhood housed roughly forty thousand people.

In the 1960s the federal government ran Interstate 95 directly through it. The highway demolished the commercial corridor and forced out more than twelve thousand residents, nearly all of them Black. The Lyric remained. The freeway has been overhead ever since.

The mural is the Overtown Hope Mural, painted in 2021 by Kyle Holbrook and the Moving Lives of Kids Community Mural Project. It depicts Michelle Obama, Serena Williams, Maya Angelou, Madam C.J. Walker, Harriet Tubman, George Floyd, Breonna Taylor, Colin Kaepernick, Kobe and Gianna Bryant — and, in a section painted in the orange of gun-violence awareness, local Overtown residents killed by gun violence, names that never made the national news. The towers behind it belong to Brickell, the most expensive submarket in the city.

Ohio City was founded in 1836, annexed by Cleveland in 1854, and is today one of the West Side’s most recognizable historic districts — the West Side Market, a row of breweries, restored Victorian homes, and some of the steepest price appreciation in the city. The neighborhood association markets a single thriving Ohio City of more than ten thousand residents.

It is also home to Lakeview Terrace, which opened in 1937 as one of the first three federally funded public housing developments in the country. It is still public housing. Cutting between the two is a freeway and its retaining wall — postwar interstate infrastructure that put the New Deal housing on one side and the brewery district on the other. Same name on the entry signs. Different realities on either side of the concrete.

In 2016, the Brazilian artist Ananda Nahu spent weeks photographing the children of Lakeview Terrace, then painted their faces thirty feet tall along the full 620 feet of the wall. The work is Kings and Queens. The painted faces turn toward Lakeview Terrace — back at the community they came from. The commuters moving between downtown and the suburbs pass behind their backs.

Lakeview Terrace is still public housing. The breweries are still expanding. The wall remains. So does the claim painted on it.

At the corner of Tremont and Lenox, in a neighborhood that was historically Black and is now being absorbed into the high-rent South End, a wall holds a portrait of Frederick Douglass — abolitionist, social reformer, educator, with the dates of his birth and death and the line “If there is no struggle, there is no progress.” The corner has been Douglass Square since 1917.

Within a few blocks sit two developments that tell opposite stories. Douglass Park, built in 1989 and 1990, set aside about a quarter of it’s units as affordable — that requirement runs with the property. The Piano Craft Guild, the old Chickering piano factory, was converted in 1974 into the nation’s first major mill-to-housing project for working artists. Its affordability eventually expired. Two-bedroom lofts now start around $4,300.

Douglass argued his whole adult life that political freedom and economic freedom were the same fight. The vote and the deed, halves of one citizenship. On this corner he looks at two answers to the question he spent his life asking. One affirmative. One not.

The argument is not finished. The wall is evidence.

On the side of a five-story building in the South Bronx, a girl stands four stories tall. Her hair is in two braids. She holds the heart of the Bronx in her hands, drawn anatomically, red against gray. Around her are roses; behind her, a Bronx eagle. The artist is the Spanish painter Lula Goce; the work is Coral, named for the real child from this neighborhood who modeled for it.

Mott Haven sits in what was, at the last redistricting, the poorest Congressional district in the country. It is also, depending on which quarter you measure, one of the fastest-changing neighborhoods in New York. The waterfront is being developed. Studios are being rebranded as lofts. The 6 train runs two streets over; a Pentecostal church holds the corner.

What is the painting doing? It is naming the rightful subject of the neighborhood. Not the rent roll. Not the cap rate. Not the comp set — the child whose future the block has to hold. The painting is a claim. It says: this is who the buildings here are for.

The deed underneath may say something different in five years. We’ll see.
